PREPAREDNESS AND NEW OPERATION PROTOCOLS: LIMITED OWNERS

July 2020 COVID-19 Pandemic Impact Plan
a) For each individual horse entered, no more than 12 New York State licensed owners may attend per horse. Horses with identical ownership will be limited to 12 total admissions regardless of number of horses running that day. Only licensed owners with a horse racing on a given day will be permitted entry.
b) Ownership interest will be based on the ownership as it appears on the program. Said name of owner must be associated with the horse.
c) Once the overnight is published, owners are required to call the Horsemen’s Relations office to reserve admission for their day of racing (Alysse Jacobs, Teal Albertrani & Harper Gray – 516-488-6008). The names of all the owner(s) wishing to attend the races must be given to Horsemen’s Relations. The office is open Wednesday through Sunday from 9:00 AM until 5:00 PM. Arrangements cannot be made on Monday or Tuesday (dark days). For Wednesday races, please make arrangements on Sunday.
d) Reservations must be made prior to the day of racing with the Horsemen’s Relations office. A roster of all owners attending will be kept each day by NYRA.
e) Reservations must be made in advance to attend live racing. No walkups or same day reservations can be accepted.
f) NYRA will actively confirm all reservations through email. A valid parking pass for that day of racing to be used at Gate 4 on Union Avenue will be sent via email. This pass is required to gain entry to the NYRA Owner’s parking area. No more than 3 parking passes per ownership group. Owners are welcome to park in surrounding public lots.
g) Licensed owners will proceed to the Will Call table at the Clubhouse entrance. Proper identification (valid New York State Gaming Commission License) is required. Individuals without an owner license (spouses, children, etc.) are not permitted. Horsemen’s Relations representatives will provide admission tickets for each reservation with the appropriate paddock passes. The admission gates with open at 12:00 noon each day to ownership groups. Ownership groups are required to enter at the same time and tickets will only be given to the managing owner.
h) Each owner will have their temperature checked, will be asked general COVID-19 health questions and will receive a colored wrist band for the day.
i) All owners will be required to wear a face mask covering both the nostrils and the mouth at all times while in attendance at Saratoga Race Course. Masks will be provided to those that do not have them.
j) Social distancing (6’ minimum) must be practiced.
k) Sanitizing stations will be setup throughout the facility.
l) Owners may sit at any of the picnic tables or benches in the designated grass areas surrounding the Paddock area, the grass area between the racing building and the administration building and the paddock bar tent area. Tables are on a first come first serve basis.
m) The grandstand is not available for seating of any kind until further notice.
n) Owners are allowed in the paddock for their individual races only. A paddock pass is required. Passes are limited to four per horse. Once in the paddock owners should go to the tree/walking ring designated for their horse. Owners are not allowed in or around the saddling tent.
o) Owners are allowed to watch races from the apron area in the front of the grandstand.
p) Owners of the winning horse will be allowed in the Winner’s Circle. No more than 8 people total. Face masks and social distancing required.
a) Owners seeking access to the Saratoga barn area for training will be required to register with racing administrative assistant Zerfana Khan (718) 659-2313 or [email protected]. Only licensed owners will be allowed. No guests and no children.
b) All owners must provide to NYRA a negative COVID-19 test taken within 7 days of arrival to Saratoga or a positive COVID-19 antibody test. Test results should be sent to Zerfana Khan for clearance.
c) Once clearance is granted/test results on file, owners should come to Clark's Cottage located on the corner of Frank Sullivan Place to get their COVID-19 sticker which will be placed on the back of their NYRA badge. This sticker will allow them access to the barn areas each morning. NO STICKER, NO ACCESS.
d) Owners will be asked to show their NYRA badge at each stable gate. They will also show their COVID sticker on the back of their badge. They shall have their temperature checked. A temperature above 100.0 will not be allowed entrance. They shall be asked COVID-19 related health questions.
e) All owners must always wear a facial covering/mask while in the barn areas. Social distancing must always be adhered to.
f) Owners must vacate the barn area by 11:20 am each morning.
g) Owners cannot watch the races on the main track side from the barn area. That area will be swept
each day at 11:30 am.
